On October 31, 2013, the Ministry of Public Health (MoPH)’s Bureau of Policy and Strategy held a meeting to discuss the proposal that seeks to realign the missions and responsibilities of the departments under the MoPH’s jurisdiction.
Prof.Dr. Somkiat Wattanasirichaigoon, Director of the Health Systems Research Institute (HSRI), together with Asst.Prof.Dr. Jarauyporn Srisasalux, HSRI’s Deputy Director, and Dr. Rapeesupa Wangchareonrung from the Fiscal Policy Research Institute Foundation, attended the meeting to provide insight on the matter.
Dr. Phitakpong Boonayamalik, Director of the Bureau of Policy and Strategy, was granted permission from Dr. Amnuay Gajeena, Deputy Permanent Secretary from the Office of the Permanent Secretary, to preside over the meeting to finalize the proposal that seeks to realign the various departments’ missions with the MoPH’s eleven new roles.
Delegates from HSRI were invited for their crucial role in the construction of the Blueprint for Change. They were also instrumental in providing insight on the future needs of the Thai people and on how MoPH’s adjustment should be made to best accommodate such needs.
HSRI’s research on the Area Health Boards establishment will be presented in further detail to MoPH officials and stakeholders on November 6, 2013. The policy recommendations will then be submitted to members of the government by late December of this year.
As for the meeting this past Thursday, stakeholders agreed that establishing a new organization to ensure each department’s compliance with the MoPH’s new mission was unnecessary. Granted, adopting these new roles will change the departmental work plans. But each department was capable of self-monitoring. Establishing a larger organization whose sole purpose was to oversee their compliance would thus have no added value.
At the same meeting, HSRI’s director, Dr. Somkiat Wattanasirichaigoon, suggested that the Office of the Minister oversee the National Health Information System and the National Health Authority. The Office of the Minister should also serve as the MoPH’s liaison with each department to facilitate conformity in the areas of knowledge management, technology assessment, standard determination, disease surveillance and epidemics, international health policy, monitoring and evaluation, financing, and human resources management.
